The modernist California fashion designer Rudi Gernreich, visiting New York in 1970, remarked, "They are wearing their evening dresses during the day." Today full-tiered skirts are again sweeping Fifth Avenue. Designer versions are popping up at spring parties, some worn with wide leather belts, echoing the 1940's Mexican fiesta look.
